He was born in Warsaw and baptized in the Holy Cross parish. At least since 1895, he lived with his father in Brzesc nad Bugiem (Brest-Litovsk). As seen in some photographs, he was an officer in the Russian Imperial Army and possibly served during World War I. After the death of his father Marcin Szulc in 1918, Waclaw inherited the manorial farm and palace in Grabanow, near Biala Podlaska in Poland. He was arrested in 1944 by the communists and his land and palace were confiscated. His manorial farm in Grabanow in the borough of Sidorki is listed in the 1930 business directory of Poland "Ksiega Adresowa Polski (wraz z w. m. Gdanskiem) dla handlu, przemyslu, rzemiosl i rolnictwa" available indigitized form, page 704/592. It had an area of 605 hectares (1,512.5 acres).
